Stepping Stone Animal Society is proud to announce a new program to help qualifying low-income pet owners with the cost of spay/neuter surgeries.
What is S.N.I.P.?
S.N.I.P. is a program providing NO-COST spay/neuter surgeries for qualifying residents through a grant from the Maryland Department of Agriculture.
Who qualifies for S.N.I.P.?
S.N.I.P. is for residents in several Maryland counties with an income that is 10% below WIC guidelines or proof of government assistance.
The following Household Income Qualifications are based on WIC Guidelines, effective on January 1, 2015:
- Single $19,431
- Family of 2 $26,191
- Family of 3 $32,951
- Family of 4 $39,711
Additional Family Members: Add $6,750 per family member to the Family of 4 amount.
What information do I need to apply?

We also need documentation showing proof of residency. Qualifying documentation would include tax bills, utility bills, or government issued ID. We also need documentation of household income or proof of government assistance.
Proof of Income:
- 1040 income tax return from previous year
- Proof of Social Security, food stamp card, or SSI benefits
- Pay stubs from last 2 pay periods
- All W-2 forms for family
We aren't able to process your application unless ALL documentation is included. Also, we can not accept P.O. boxes as proof of residency.
Only the spay/neuter surgery and a rabies vaccine is covered under the S.N.I.P. program. Any other vaccine, service or procedure is NOT covered under the program; payment will be required in advance for anything additional.
